ஆதிக்க வெறி, ஐஐடி மற்றும் ஆங்கில அனானி

தேசபக்தியும் கிரிக்கெட் வெறியும் மிகுந்த நண்பர்கள் சிலரிடையே சுற்றிக்கொண்டிருக்கும் ஒரு மின்னஞ்சலை அண்மையில் காணநேர்ந்தது. வழக்கமாக இவர்கள் அனுப்பும் மின்னஞ்சல்களில் ஒவ்வொரு இந்தியனையும் பெருமிதத்தால் விம்ம வைக்கும் தகவல்கள் இடம் பெற்றிருக்கும். பரலோகராஜ்யம் சமீபித்திருக்கிறது என்று எங்களூர் சுவர்களில் எழுதும் பெந்தக்கொஸ்தேக்காரர்களைப் போல வல்லரசாகப் போகும் இந்தியாவுக்குக் கட்டியம் கூறும் மின்னஞ்சல்களே அவற்றில் பெரும்பாலானவை. ஆனால் நான் குறிப்பிட்ட மின்னஞ்சல் சற்று வித்தியாசமானது. Photoshop திறமைகளைப் பயன்படுத்தி உருவாக்கப்பட்டிருக்கும் இதன் தலைப்பு "உலகக் கோப்பைக்குப் பின் இந்திய ஆட்டக்காரர்கள்". அதில் கங்குலி முடி வெட்டுகிறார், டெண்டுல்கர் மீன் பிடிக்கிறார், எனக்குப் பெயர் தெரியாத ஒரு ஆட்டக்காரர் செருப்புத் தைக்கிறார். ஆட்டக்காரர்களை மிக மோசமாக அவமானப்படுத்துவதாக நினைத்துக்கொண்டு ஏதோ ஒரு கம்பியூட்டர் பையன் உருவாக்கிய இந்தப் படங்களை அதன் பின்னால் இருக்கும் சாதி/வர்க்கத் திமிரைப் பற்றிய சொரணை ஏதும் இல்லாமல் மற்றக் க.பையன்கள் பரப்பி வருகிறார்கள்.

சாதி அடுக்கில் கீழே இருப்பவர்களை இழிவாக நினைப்பதும், அந்த சாதியினருக்கு பல நூற்றாண்டுகளாக விதிக்கப்பட்ட மேற்படி தொழில்களை அதைவிட இழிவாகக் கருதுவதும் இந்திய நடுக்குடி/மேட்டுக்குடி மக்களின் ரத்தத்தில் கலந்துவிட்ட ஒன்று. இந்த மனப்போக்கு தான் சில மாதங்களுக்கு முன் டில்லியில் இட ஒதுக்கீட்டுக்கு எதிராகப் போராட்டம் நடத்திய ஆதிக்க சாதி மாணவர்களிடையே வெளிப்பட்டது. பிற்படுத்தப்பட்டவர்களுக்கு இட ஒதுக்கீடு அளிக்கப்பட்டால் "திறமையை" மொத்தமாக குத்தகைக்கு எடுத்து வைத்திருக்கும் இவர்கள் தெருப் பெருக்கவும், செருப்புத் தைக்கவும் போகவேண்டியிருக்கும் என்று நடித்துக் காண்பித்தார்கள். வெள்ளைக் காலர் வேலைகளில் சாதி அடிப்படையிலான இட ஒதுக்கீட்டை எதிர்க்கும் இந்தக் கனவான்களுக்கு மயிரளவாவது தார்மீக நேர்மையும் சமூக உணர்வும் இருந்திருந்தால் தெருப் பெருக்குவதிலும், செருப்புத் தைப்பதிலும், முடி வெட்டுவதிலும், சாக்கடைக் கழுவுவதிலும் சாதி அடிப்படையிலான நூறு விழுக்காடு இட ஒதுக்கீடு அமலில் இருப்பதைப் பற்றி யோசித்திருப்பார்கள்.

சரி, இத்தகைய மனப்போக்கை வெளிப்படுத்துபவர்கள் முதிர்ச்சியற்ற இளைஞர்கள் என்றுக் கருதிப் பொறுத்துக்கொள்ளலாம். ஆனால் இந்தியாவில் எல்லா அமைப்புகளுக்கும் மேலாக மதிக்கப்படும் சர்வ வல்லமை படைத்த உச்சநீதிமன்றம் உயர்கல்வி நிறுவனங்களில் பிற்படுத்தப்பட்டோருக்கான இட ஒதுக்கீட்டைத் தடை செய்த தீர்ப்பில் உள்ள சில வரிகளைப் பாருங்கள்:

"The statute in question, it is contended, has lost sight of the social catastrophe it is likely to unleash. Not only would the products be intellectual pygmies as compared to normal intellectually sound students passing out, it has been highlighted that on the basis of unfounded and unsupportable data about the number of OBCs in the country the Act has been enacted."

ஐஐடி போன்ற உயர்கல்வி நிறுவனங்களில் 27% இடங்களைப் பிற்படுத்தப்பட்டோருக்கு ஒதுக்கினால் சமூகப் பேரழிவு ஏற்படும் என்ற பூச்சாண்டியை விட்டுவிடுவோம். ஏனென்றால் அதற்கு அடுத்த வரியில் அதைவிடப் பெரிய பூச்சாண்டி இருக்கிறது. உயர்கல்வி நிறுவனங்களில் இட ஒதுக்கீடு அமல்படுத்தப்பட்டால் இயல்பான அறிவார்ந்த மாணவர்கள் வெளிவருவதற்குப் பதிலாக அறிவு வளர்ச்சிக் குன்றியவர்கள் (intellectual pygmies) வெளிவருவார்களாம்.

இங்கே ஒன்றைக் கவனிக்கவேண்டும். ஐஐடி-களில் 27% இடங்களை ஒதுக்குவது என்பது ஒவ்வொரு வருடமும் சுமார் 1000 பிற்படுத்தப்பட்ட மாணவர்களுக்கு வாய்ப்பளிப்பது தான். நாடு முழுவதும் உள்ள கோடிக்கணக்கான பிற்படுத்தப்பட்ட சமூக மாணவர்களில் கடுமையான நுழைவுத்தேர்வு மூலம் தேர்ந்தெடுக்கப்பட்ட ஆயிரம் பேருக்கு படிப்பதற்கு வாய்ப்பு அளிக்கப்படும். ஆக, 50 கோடிக்கு மேற்பட்ட பிற்படுத்தப்பட்ட மக்களில் அறிவு வளர்ச்சி குன்றாத - intellectual pygmies அல்லாத - ஆயிரம் மாணவர்கள் கூட தேறமாட்டார்கள் என்ற வாதத்தின் அடிப்படையிலேயே உச்சநீதிமன்றம் இட ஒதுக்கீட்டுக்குத் தடை விதித்திருக்கிறது. இனவெறிக்கு எதிரான கடுமையான சட்டங்கள் உள்ள ஒரு நாட்டில் இப்படி ஒரு பிரிவினரின் அறிவுத்திறனை ஒட்டுமொத்தமாக இழிவுபடுத்துவது களி தின்ன வைக்கக்கூடும். ஆனால் இந்தியாவில் இப்படிப்பட்ட ஒரு தீர்ப்பைக் கேள்வி கேட்பது தேசத்துரோகச் செயல்.

போதிய புள்ளி விவரங்கள் இல்லாததை இட ஒதுக்கீட்டை தடை செய்வதற்கு ஒரு காரணமாகச் சொல்லியிருக்கும் உச்சநீதிமன்றம் கொஞ்சம் தமிழ்நாட்டின் கல்வி மேம்பாடு பற்றிய புள்ளிவிவரத்தை பார்த்திருந்தால் இட ஒதுக்கீட்டுக்கும் intellectual pygmies -க்கும் முடிச்சுப் போடுவதிலுள்ள அபத்தம் தெரியவந்திருக்கும். இன்றுத் தமிழக மக்களில் 85 விழுக்காட்டுக்கு மேலான மக்கள் பிற்படுத்தப்பட்டோர்/தாழ்த்தப்பட்டோர் என்று வகைப்படுத்தப்பட்டு இட ஒதுக்கீட்டினால் பயன்பெறுகிறார்கள். 4 விழுக்காட்டுக்கு குறைவாக இருக்கும் பார்ப்பன சமூகத்தினரும், சுமார் 10% வரை இருக்ககூடிய இதர 'உயர்'சாதியினரும் மட்டுமே இட ஒதுக்கீட்டுக்கு வெளியே இருக்கிறார்கள். தமிழகத்தில் (அன்றைய மதராஸ் மாகாணத்தில்) நீதிக்கட்சி ஆங்கில அரசாங்கத்திடம் தனக்கிருந்த செல்வாக்கைப் பயன்படுத்தி கல்வி மற்றும் அரசு வேலைவாய்ப்புகளில் பின்தங்கிய சமூகங்களுக்கு சிறு அளவில் இட ஒதுக்கீட்டை அமல்படுத்தி எண்பத்தைந்து ஆண்டுகள் ஆகின்றன. அதற்கு முந்தைய நிலைமை என்ன?

M.R. Barnett எழுதிய The Politics of Cultural Nationalism in South India (Princeton University Press, 1976) என்ற நூலிலிருந்து:

"From 1901 to 1911 Brahmins received 71 percent of the degrees awarded by Madras University and controlled the key power centre in the university, the Senate."

அன்று மதராஸ் மாகாணத்தில் இருந்த அனைத்துக் கல்லூரிகளும் சென்னைப் பல்கலைக்கழகத்தின் கீழ் தான் இருந்தன என்பதுக் குறிப்பிடத்தக்கது. மக்கட்தொகையில் 4 விழுக்காட்டுக்கு குறைவாக இருந்த சமூகம் கல்லூரிகளில் 71 விழுக்காடு இடங்களைப் பெற்றிருந்தது. அன்றும் சில மேதாவிகள் இதற்கு "திறமையை" காரணமாகச் சொல்லியிருப்பார்கள். சில சாதிகள் இயல்பிலேயே அறிவாளிகள் என்றும் வேறு சில சாதிகளுக்கும் அறிவுக்கும் சம்பந்தமே கிடையாது என்றும் நம்பப்பட்டக் காலம் அது.

சரி, மீதி 29% இடங்கள் யாருக்குப் போயிருக்கக் கூடும்? அந்தக் காலத்தில் இந்தியக் கல்லூரிகளில் படித்தவர்களிடையே ஆங்கிலேயர்களின் வாரிசுகளும், ஆங்கிலோ இந்தியர்களும் உண்டு. அக்கால தமிழ் சமூகத்தைப் பற்றிய நம் அறிவை வைத்து நோக்குகையில் எஞ்சியுள்ள இடங்களில் பெரும்பாலானவற்றை இதர 'உயர்' சாதியினர் (முதலியார், வெள்ளாளர், நாயுடு..) கைப்பற்றியிருப்பதற்கே வாய்ப்புகள் அதிகம். மக்கட்தொகையில் 85% இருக்கும் மற்ற பின்தங்கிய சாதியினர் (நாடார், தேவர், வன்னியர், மீனவர், தலித்துக்கள்..) முற்றிலும் "திறந்த போட்டி" நிலவிய அக்காலத்தில் கல்லூரிகளில் 10% இடங்களைக் கூட பெற்றிருக்கவில்லை என்பது நியாயமான ஐயங்களுக்கு அப்பாற்பட்டது.

இத்தகைய ஒரு சூழலில் தான் நீதிக் கட்சி சிறு அளவு இட ஒதுக்கீட்டை அமல்படுத்தியது. இந்த நடவடிக்கையை காங்கிரஸ் கட்சியின் அன்றையத் தலைவர்கள் "தேச நலன்" கருதி கடுமையாக எதிர்த்தது சபைக் குறிப்புகளில் ஆவணப்படுத்தப்பட்டிருக்கிறது. இப்போது நடப்பதைப் போலவே அன்றும் கல்லூரிகளிலிருந்து intellectual pygmies வெளிவருவார்கள் என்ற பூச்சாண்டி காட்டப்பட்டிருக்கக் கூடும். பின்னாளில் அதிகாரத்திற்கு வந்த திமுக, அதிமுக அரசுகள் இட ஒதுக்கீட்டின் அளவை அதிகரித்தன.

கல்வித் திறனைப் பொறுத்தவரை தமிழகத்தில் பின்தங்கியிருந்த சாதிகளின் இன்றைய நிலை என்ன?

கடும் போட்டி நிலவும் மருத்துவ படிப்புக்கான இடங்களில் திறந்தப் போட்டி (open competition) அடிப்படையிலானப் பொதுப் பிரிவில் 2005-ம் ஆண்டு 90 விழுக்காட்டுக்கு மேலான இடங்களைப் பிற்படுத்தப்பட்ட / தலித் மாணவர்கள் கைப்பற்றி இருக்கிறார்கள். அதே செய்தியிலிருந்து:

"Education analyst Jayaprakash Gandhi says that students from the so-called forward classes are clearly not keeping pace with the competition from the BC/MBC/SC contenders."

வட இந்திய மாநிலங்களில் கற்பனை கூட செய்யமுடியாத ஒரு நிகழ்வு இது. "திறமைவாதிகள்" சொல்வதைப் போல மதிப்பெண்களின் அடிப்படையில் தான் அறிவு தீர்மானிக்கப்படுகிறது என்றால் தமிழகத்தில் அன்று intellectual pygmies ஆக இருந்தவர்களது வாரிசுகள் இன்று intellectual giants ஆகிவிட்டார்கள் எனலாம். வெறும் 10% இடங்களைக் கூட பெறமுடியாத நிலையிலிருந்த சமூகங்கள் இன்று - பொதுப் பிரிவில் - 90% இடங்களை கைப்பற்றுகிறார்கள். எண்பத்தைந்து ஆண்டுகளில் - ஒரு மனித ஆயுள் - இது எப்படி சாத்தியமானது? காலங்காலமாக கல்வியும் மற்ற வாய்ப்புகளும் மறுக்கப்பட்டதால் பின்தங்கியிருக்கும் மக்களுக்கு முன்னுரிமை அளிக்கப்பட்டால் ஓரிருத் தலைமுறைகளிலேயே முன்னிலைக்கு வந்துவிடுவார்கள் என்பது தமிழகத்தில் சந்தேகத்துக்கு இடமில்லாமல் நிறுவப்பட்டிருக்கிறது.

ஆனால் இந்தப் புள்ளி விவரங்களை எல்லாம் உச்சநீதிமன்றம் சீண்டாது. அல்லது அவற்றைக் குறித்து நன்றாக அறிந்துள்ளதால் தான் இடஒதுக்கீட்டை எப்படியாவதுத் தடுக்க முயல்கிறார்களோ என்னவோ. போகட்டும். உச்சநீதிமன்ற நீதிபதிகள் அமைப்பின் பாதுகாவலர்கள், பெரும்பாலும் மரபுவாதிகள். அவர்கள் இத்தகைய தீர்ப்புகளை வழங்குவது எதிர்பார்க்கத்தக்கதே. ஆனால் இடஒதுக்கீட்டை ஆதரிப்பதாகச் சொல்லிக்கொள்ளும் "முற்போக்கு, இடதுசாரி" நாளிதழான ஹிந்துவின் தலையங்கத்தைப் பாருங்கள்:

"The overall national interest would also require preserving certain institutions such as the Indian Institutes of Technology and the Indian Institutes of Management as islands of excellence uncompromised by any other consideration."

தேச நலனை முன்னிட்டு ஐஐடி போன்ற நிறுவனங்கள் (இடஒதுக்கீடு போன்ற) சமரசங்கள் ஏதுமற்ற உன்னதத் தீவுகளாகப் பாதுகாக்கப்பட வேண்டுமாம். கோயிலில் எல்லோரையும் அனுமதிக்கலாம் ஆனால் கருவறைக்குள் மட்டும் அனுமதிக்கக்கூடாது என்பது போன்ற ஒரு நிலைபாட்டை ஹிந்து எடுத்திருக்கிறது. ஐஐடி-களில் ஒரு பகுதி இடங்களை பிற்படுத்தப்பட்டோருக்கு ஒதுக்கினால் "தேச நலன்" எப்படி பாதிக்கும்? பார்ப்போம்.

2003-ம் ஆண்டு ஐஐடியின் பொன்விழாவை முன்னிட்டு ஹிந்து குழுமத்தின் ஃப்ரண்ட்லைன் இதழில் காந்தா முரளி என்பவர் ஒரு விரிவானக் கட்டுரையை எழுதியிருந்தார். அதிலிருந்து:

"The IITs involve a considerable burden to the Indian taxpayer and this raises the important question of how the country should direct its educational investment. In a country with a woeful primary education record, government funding of the IITs is significant. In 2002-2003, the Central government's budgetary allocation to the IITs was Rs.564 crores compared with a total elementary education outlay of Rs.3,577 crores. Even if it is recognised that the State governments undertake a large responsibility in providing primary education, there is little doubt that the allocation to primary education is grossly inadequate."

இட ஒதுக்கீட்டுக்கு எதிராகப் போராட்டம் நடத்தும் கனவான்கள் "What they need is good schools, not reservation" என்று திருவாய் மலர்வதை நீங்கள் தொலைக்காட்சியில் கண்டிருக்கக்கூடும். Good schools -ஐ உருவாக்குவதற்கு இந்திய கொள்கை வகுப்பாளர்கள் அளிக்கும் முக்கியத்துவத்தை தான் மேலே பார்க்கிறீர்கள். (வழக்கம் போல அரசியல்வாதிகளின் மேல் இதற்கான பழியைப் போடுவதானால் வெறும் ஏழு ஐஐடிகளுக்கு 564 கோடி ருபாய் ஒதுக்கி போஷாக்காக வைத்திருப்பதற்கும் அவர்களேப் பொறுப்பு என்பதையும் ஒத்துக்கொள்ளவேண்டும்.) உடைந்தக் கரும்பலகைகளும் ஒழுகும் கூரைகளுமாய் இருக்கும் கிராமப்புறத் தொடக்கப் பள்ளிகளின் நிலையைக் கண்டிருக்கும் எவரும் அவற்றுக்கு எந்த அளவு நிதிப் பற்றாக்குறை இருக்கிறது என்பதை உணரமுடியும்.

சரி, ஐஐடிகளுக்கு ஏன் இவ்வளவு பெரும்தொகை தேவைப்படுகிறது? உலகத்தரமானக் கல்வி நிறுவனங்களை உருவாக்கவேண்டுமானால் மற்ற உலகத்தர நிறுவனங்களைப் போலவே செலவு செய்யவேண்டும் என்று மேற்படி கட்டுரை சொல்கிறது. ஆனால் அமெரிக்காவின் எம்.ஐ.டி-யில் ஒரு இளங்கலை மாணவர் செலுத்தும் கட்டணத்தில் இருபத்தைந்தில் ஒரு பங்கைத் தான் இந்திய ஐஐடி மாணவர் செலுத்துகிறார் என்றத் தகவலும் கட்டுரையில் உள்ளது. மீதி? அரசு வழங்கும் தாராளமான மானியங்களின் மூலம் ஈடுகட்டப்படுகிறது. இப்படி மக்கள் வரிப்பணத்தில் உலகத்தர கல்வியைப் பெறும் ஐஐடி மாணவர்கள் படித்தபின் என்ன செய்கிறார்கள்? படியுங்கள்:

"It is likely that close to half the annual undergraduate output of the seven IITs, that is, anything between 1,500 and 2,000 young men and women, go abroad every year — overwhelmingly to the U.S. It is estimated that there are some 25,000 IIT alumni in the U.S. A bleak factor for India is that few of those who go to the U.S. for higher studies plan to return. ... The (Economist) survey also revealed that Indian students were more likely to remain in the U.S. after higher studies than students from any other country....But what is telling, even in the Sukhatme study, is that migration rates were significantly higher in those branches of engineering that attracted the highest ranked entrants to the IITs. .... It also currently estimated that in the popular computer science stream, almost 80 per cent migrated to the U.S."

இதெல்லாம் தேச நலனைப் பாதிக்காதா? ஆனால் ஐஐடிகளைப் பொறுத்தவரை இது விவாதத்துக்கு அப்பாற்பட்டது போலிருக்கிறது.

"Interestingly, the IITs and their web sites are coy about the number of alumni who go abroad to study and work. Despite receiving substantial budgetary allocations from the Central government, the failure to collect systematically data on the sensitive point of the brain drain suggests an attitude of non-transparency. IIT managements and alumni networks tend to avoid initiating a public debate on the destination of IIT graduates and who benefits directly from the IIT system."

புள்ளி விவரங்கள் போதாததால் ஐஐடிகளில் இட ஒதுக்கீட்டை தடை செய்த நீதிபதிகளுக்கு ஐஐடி நிர்வாகங்கள் இந்த முக்கியமானப் புள்ளி விவரத்தை தொகுக்கவோ வெளியிடவோ மறுப்பதைப் பற்றிக் கவலை ஏதும் இருப்பதாகத் தெரியவில்லை.

ஐஐடிகளில் இட ஒதுக்கீட்டை எதிர்ப்பவர்கள் மூச்சுக்கு மூவாயிரம் முறை தகுதியைப் பற்றிப் பேசுகிறார்கள். ஐஐடிகள் விண்ணப்பிக்கும் மாணவர்களின் தகுதியை எப்படி எடை போடுகின்றன? இளங்கலைப் படிப்புக்கான ஐஐடியின் நுழைவுத்தேர்வு முறை உலகிலேயே கடுமையானதாகக் கருதப்படுகிறது. விண்ணப்பிப்பவர்களில் சுமார் 2 விழுக்காடு மாணவர்கள் தான் அனுமதிக்கப்படுகிறார்கள். பள்ளிப்படிப்பின் இறுதி வருடங்களில் பள்ளிப்படிப்போடு ஐஐடி நுழைவுத்தேர்வுக்கான மிகக் கடுமையான பயிற்சியில் ஈடுபடுபவர்களுக்கு மட்டுமே இடம் கிடைப்பதற்கான சிறிதளவு வாய்ப்பாவது இருக்கிறது என்று இந்தக் கட்டுரை தெரிவிக்கிறது. இந்த "மிகக் கடுமையான பயிற்சியை" இதற்காகவே உள்ள, பெரும்பாலும் பெருநகரங்களில் அமைந்துள்ள சிறப்பு பயிற்றுவிப்பு நிறுவனங்கள் மூலம் மட்டுமே பெறமுடியும். இதனால் ஐஐடிகளின் நுழைவுத்தேர்வு முறை பெருநகரங்களில் உள்ள மாணவர்களுக்கு சாதகமாக இருக்கிறது என்றக் கருத்து பரவலாக நிலவுகிறது. ஒரு முன்னாள் ஐஐடி மாணவர் எழுதிய ஒரு கட்டுரையிலிருந்து இந்தப் பயிற்றுவிப்பு நிறுவனங்கள் ஆற்றும் பங்கைத் தெரிந்துக்கொள்ளலாம்.

"It is reckoned 95 percent of the candidates seeking admission into IITs go through coaching shops, paying high fees. The amount of money spent by IIT aspirants attending the coaching factories is about Rs.20 billion per year."

"The distorted impact of assembly line coaching taken by candidates is indicated by the percentage of students admitted to IITs from different states in southern India. During a recent year under review, 979 candidates from the south zone secured admission. Of them, 769 were from Andhra Pradesh, while Tamil Nadu accounted for 94 successful candidates, Karnataka, 84, and Kerala, for no more than 32 candidates. Andhra Pradesh may well be producing bright IIT entrants, but those from the other three states can't be that poor. Mushrooming of IIT tutorials and coaching factories in Hyderabad may have much to do with the JEE results."

தமிழகம், கர்நாடகம், கேரளம் ஆகிய மாநிலங்கள் ஒவ்வொன்றிலும் இருந்து 100 மாணவர்கள் கூட ஐஐடிக்கு தேர்வு செய்யப்படாத நிலையில், ஆந்திராவில் இருந்து மட்டும் 769 மாணவர்களுக்கு இடம் கிடைக்கிறது. காரணம் ஹைதராபாத்தில் இருக்கும் ராமையா இன்ஸ்டிட்யூட் போன்ற வெற்றிகரமானப் பயிற்றுவிப்புத் தொழிற்சாலைகள். அங்கே போய் அதிக கட்டணம் செலுத்திப் படிப்பது எத்தனை கிராமப்புற / சிறுநகர மாணவர்களுக்கு சாத்தியம்? இது தான் தகுதியை அளக்கும் முறையா?

சரி, இப்படிப்பட்ட ஒரு தேர்வுமுறையில் வெற்றிபெற்று ஐஐடிகளில் நுழையும் மாணவர்களின் தரம் எப்படி இருக்கிறது? அதே கட்டுரையிலிருந்து:

"An IIT review committee report in 2004 had questioned the calibre of students selected on the basis of an extremely tough entrance examination conducted by IIT joint Entrance Examination (JEE)."

"The Tata Steel chief, recalling his recent interaction with some final-year students of IIT Chennai, observed they could not even name the authors of the subject books they were supposed to have studied. He later found out that the students were able to clear the tests without having to read books. He was in for further shock on discovering that their teachers were no more knowledgeable about the subjects they were supposed to teach. ... Muthuraman and the Tata Steel were not alone in their perception of today's IIT graduates. Some other companies are equally disinterested in recruiting from IITs."

அரசிடமிருந்து மிக அதிகமாகப் பொருளாதார உதவி பெறும் ஐஐடிகளினால் சமூகத்தின் எந்தப் பிரிவு அதிகம் பயன்பெறுகிறது? மேலே குறிப்பிட்ட ஃப்ரண்ட்லைன் கட்டுரையிலிருந்து:

இந்திய ஊடகங்களைப் பொறுத்தவரை "urban middle class" என்பது ஒருவகை இடக்கரடக்கல் (euphemism) எனலாம். இப்போது உங்களுக்கு ஹிந்து தலையங்கத்தில் சொல்லப்படும் "தேச நலன்" லேசாக விளங்கத் தொடங்கியிருக்கும்.

அண்மைக்காலமாக சமூகநீதிக்கு ஆதரவாகப் பேசும் தமிழ்பதிவுகளில் இட ஒதுக்கீட்டை எதிர்த்து ஆங்கிலத்தில் சில அனானி பின்னூட்டங்கள் தவறாமல் இடம்பெறும். நடை, தொனி, பயன்படுத்தப்படும் மானே-தேனே-பொன்மானேக்கள் ஆகியவற்றின் அடிப்படையில் இவற்றில் பெரும்பாலானவற்றை எழுதுவது ஒருவரே என்று நினைக்கிறேன். அண்மையில் இட ஒதுக்கீட்டை தடை செய்த உச்சநீதிமன்றத் தீர்ப்பை விமரிசிக்கும் பதிவுகளில் எல்லாம் இந்த அனானி ஆதாரமில்லாத ஒரு தகவலைப் பரப்பி வருகிறார். அதாவது இந்த தீர்ப்பை அளித்த நீதிபதிகளில் ஒருவர் (நீதிபதி முனைவர் அரிஜித் பசாயத்) பழங்குடியை (scheduled tribe) சேர்ந்தவராம். மற்றவர் (நீதிபதி லோகேஷ்வர் சிங் பாண்டா) பிற்படுத்தப்பட்ட வகுப்பைச் சேர்ந்த சீக்கியராம். இந்தத் தகவலை சரி பார்க்காமல் அப்படியே ஏற்றுக்கொண்டு வேறு சிலரும் இப்படி எழுதி வருகிறார்கள். இந்த பின்னூட்டங்களிலிருந்து சில வரிகள் கீழே:

"Of the 2 judges who gave the stay order on OBC quota in IITs etc one (Ajit Prasyait) is a tribal(ST) and other is a Sikh.Both are not from upper castes."

"Thank god that some of the judges who heard this case were from backward community, if not you would have even painted them being discriminatory."

இது தவறானத் தகவல். தமிழ்பதிவுகளில் சமூகநீதி பேசுபவர்களுக்கு வட இந்திய சாதிப்பெயர்களைப் பற்றியெல்லாம் என்ன தெரியப்போகிறது என்ற தைரியத்தில் வேண்டுமென்றே பரப்பப்படும் பொய் இது. நீதிபதி அரிஜித் பசாயத் ஒரிசாவை சேர்ந்தவர். பசாயத் என்பது ஒரிசாவில் சத்திரியர்களாக கருதப்படும் கண்டாயத் என்னும் 'உயர்'சாதியின் ஒரு உபபிரிவு. இந்த கண்டாயத் சாதியினர் தான் அண்மையில் தலித் பெண்களை நிர்வாணப்படுத்தி வீதிவழியே இழுத்துச் சென்றதற்காக செய்திகளில் அடிபட்டவர்கள். நீதிபதி லோகேஷ்வர் சிங் பாண்டா (Panta, Panda அல்ல) ஹிமாச்சலப் பிரதேசத்தில் ராஜபுத்திர இனத்தை சேர்ந்தவர். ராஜபுத்திரர்களும் பிற்படுத்தப்பட்டோர் தான் என்றெல்லாம் கதைகட்டப்படுவதற்கு முன்பே அப்படி அல்ல என்பதை தெளிவுபடுத்திவிடுவது நல்லது.

ஆக, இந்த தீர்ப்பை வழங்கிய நீதிபதிகள் பழங்குடியினரோ பிற்படுத்தப்பட்டவரோ அல்ல. இடஒதுக்கீடு அமல்படுத்தப்பட்டால் பாதிக்கப்படக்கூடிய 'உயர்'சாதிகளை சேர்ந்தவர்கள். நீதிபதிகளின் சாதியைப் பற்றிப் பேசும் தேசத்துரோகச் செயலை நான் செய்துவிட்டதாக சிலர் கொதித்து எழக்கூடும். ஆனால் தேசபக்தரும், இட ஒதுக்கீட்டு எதிர்ப்பாளருமான ஆங்கில அனானி நீதிபதிகளின் சாதியைப் பற்றிய தவறானத் தகவலைப் பரப்பிவருவதன் காரணமாகவே நான் இந்த தகவல்களை தோண்டியெடுக்க வேண்டியதாயிற்று. ஆங்கில அனானி போன்ற இட ஒதுக்கீட்டு எதிர்ப்பாளர்கள் இத்தகைய மலிவான மோசடிகளின் மூலம் இந்த தீர்ப்பை நியாயப்படுத்தவேண்டிய நிலைக்குத் தள்ளப்பட்டிருப்பது கவலையையும் மகிழ்ச்சியையும் அளிக்கிறது.

இதைப் பற்றி வேறு ஒருமுறை பத்ரியின் பதிவில் குறிப்பிட்டிருந்தேன். அடிப்படைக் கல்விக்கு நம் அரசுகள் செலவழிக்கும் தொகை மிக மிகக் குறைவு. அடிப்படைக் கல்வியை தனியாரின் கொள்ளைச்சந்தைக்கு விட்டு விட்டு, உயர் கல்வி நிறுவனங்களுக்குக் கல்விக்கான அரசுப் பணத்தை செலவழிப்பதன் நோக்கமே என்ன?

ஒரு அரசாங்கம் அடிப்படைக் கல்வியை தரமாகவும், இலவசமாகவும் எல்லா தரப்பு மக்களுக்கும் அளிக்க வேண்டும். அவற்றில் இரண்டு வகைகள் - ஒன்று முறையான பள்ளிக்கூடக் கல்வி, மற்றது முறை சாராக் கல்வியான நூல்நிலையங்கள். எந்த ஒரு நாட்டில் இவ்விரண்டு தேவைகளும் சரியாகப் பூர்த்தி செய்யப் படுகின்றனவோ, அந்த நாட்டில் வறுமை, அறியாமை, மூடநம்பிக்கை போன்ற சிறுமைகள் நீங்கி வாழ்க்கை மேம்பாடு அடையும்.

அமெரிக்க போன்ற முதலாளித்துவ மேற்கத்திய நாடுகளில் கூட எல்லாத் துறைகளும் தனியார் வசம் இருக்கும் பொழுது அடிப்படைக் கல்வியும், நூலகங்களும் அரசுகளின் கையில் உள்ளன. அவை ஜனநாயகப் படுத்தப் பட்டு குடி மக்களின் நேரடிப் பார்வையில் சுயாட்சி பெற்ற உயர்தரமான நிறுவனங்களாக நடைபெறுகின்றன. ஆனால் பொதுவுடைமைக் கொள்கைகளையும், அரசுடமைக் கொள்கைகளையும் கொண்டுள்ள இந்தியா போன்ற மூன்றாம் உலக நாடுகளில் மட்டும் ஆரம்பக் கல்வி தனியார் கைகளில் ஒப்படைக்கப்பட்டு, முற்றிலும் வணிகமயமாகத் திகழ்கின்றது. பொது நூல் நிலையங்கள் எல்லாம் இலஞ்ச இலாவண்யங்களுக்கு இரையாகி அழிந்து வருகின்றன.

இந்தியா - 2020 பற்றிக் கனவு காணும் நம் குடியரசுத் தலைவர் இதைப் பற்றியெல்லாம் கண்டு கொள்வார், ஏதாவது சொல்வார் (செய்வதற்கு அவருக்கு அதிகாரமில்லை என்பதால் செய்வார் என்று நான் சொல்ல வில்லை) என்று எதிர்பார்த்தேன். அவர் என்னவோ வல்லரசு ஆவதையும், அணுகுண்டு வெடிப்பதையும், சந்திரனுக்குப் போவதையும் மட்டுமே பேசி, குழந்தைகளைக் கனவு காணச்சொல்லி, ஜால்ராக்களுக்குத் தீனி போட்டுக் கொண்டேயிருக்கிறார். அவர் சமூகத்தின் அடித்தளத்தில் இருந்து மேலே வந்தவர் என்று சொல்லியதால் ஒரு எதிர்பார்ப்புதான்.

But the judges did not dismiss that as ridiculous and casteist. Instead, they accepted that contention and stayed the Act based on that contention. In the judgment, they listed all these contentions and in the last paragraph they conclude by saying "In the background of what has been explained above, it would be desirable to keep in hold the operation of the Act".

Excellent post. As you have rightly pointed out, the attitude of a few people from the FC, towards OBC is outrageous.

For example, read this comment from one of the forums where IIM aspirants discuss the issue. Quoting from this link :

in fact.. i think he already knows it.. probably that explains why he is actually puttin in so much efforts for them...


I think most of the students who want to get into IITs and IIMs have their own personal interests in mind, but proclaim that they are fighting against reservation for the betterment of the nation.

I dont have any complaints about being concerned about one's own career, but it gets a bit too much when people who dont understand the purpose of reservation speak useless and stupid things against it.

i am not going to talk on 27% as it is all social issues.
but what anger you have on iit students....
i want to clear few aspects to you as i am inside iit.
1. the attitude towards foriegn job has changed,now iits concentrate on indian corporates.
2. dont think IT sector is the only deciding factor,lots of core engineerings are there.
3. financial aspects are more here(really administrations are poor,students are not getting much financial benefits,i hope you ll understand...)
4. sir MIT is running on its consultings,IITS PAYS BACK THE CONSULTING FEES(50%) TO GOVERNMENT.
5. Please dont think andra peoples come into iit becouse of ramiah institutes,but becouse of their school syllabus.
in tamilnadu we give grace marks in two digits then how he ll compete...
it is not students mistake,we should curse our politicians .
6. TATA steels scolds iits.yes becouse we never acknowledge old techniques if a better solution is available..

"Tamil Nadu" என்று கூகிளில் தேடினால் கிடைக்கும் முதல் சுட்டி இது என்பதால் இதில் திருத்தங்கள் செய்விக்கப்பட வேண்டியது முக்கியம். விக்கிப்பீடியாவில் பங்காற்றுபவர்களுக்கு அதற்கான வழிமுறைகள் தெரிந்திருக்கும்.

இந்த 27 சதவீத பிரச்சனையை புறத்தே வைத்து பார்த்தால்... இடஒதுக்கீடு என்பது இன்னும் கொஞ்ச காலத்திற்கு தேவைப்படுகிறது என்றாலும். குறைந்த பட்சம் உயர் கல்வி நிறுவனங்களிலினாவது இடஒதுக்கீடு இல்லாமல் இருப்பது நல்லது என்றே தோன்றுகிறது. இதனால் பிற்படுத்தபட்டவர்களுக்கு கதவு மூடப்படுகிறது என்று பொருளல்ல. தரமான மனிதர்களைக் கட்டுவதுதான் உயர்கல்வி நிறுவனங்களின் ஒரே கொள்கையாக இருக்க முடியும். குறைந்தபட்ச கல்வி வரை இடஒதுக்கீடை பயன்படுத்தும் பிற்படுத்தபட்ட வகுப்பினர் உயர்கல்வி நிறுவனங்களை அணுகுவதற்கு தக்கவாறு தங்களை மேம்படுத்திக்கொள்வது தானே அவர்கள் பெற்ற வாய்ப்பின் ஈவு? அதுதானே இடஒதுக்கீட்டுக் கொள்கையின் அடிப்படை நோக்கமாக இருக்கவேண்டும்?

வெட்டி: இதில் தப்பாக எடுத்துக்கொள்ள என்ன இருக்கிறது? உங்கள் மூலமாக இந்தப் பதிவை இன்னும் அதிகமானவர்கள் வாசித்தால் எனக்கு மகிழ்ச்சியே. நன்றி.

In paragraph 19 of the interim order, the Bench says: "There is no dispute and in fact it was fairly accepted by learned Additional Solicitor-General that there is need for periodical identification of the backward citizens, and for this purpose the need for survey of entire population on the basis of an acceptable mechanism."

Speaking to Frontline, Gopal Subramanian denied having accepted the need for a survey of the entire population for the purpose of periodical identification of backward citizens, which, according to him, amounts to a headcount. Gopal Subramanian also denied having taken the stand before the Bench - as claimed in paragraph 28 of the order - that imperfection may be there in the data, but so far as the existing modalities are concerned, there is no difficulty in adopting the same.

She adds: "Surely no one would contest that Vellore Medical College [in Tamil Nadu], for example, is one of the best medical colleges in India; yet, it has consistently operated with an extensive system of reservations accounting for more than half of the seats."

...Mehrotra identifies the longer presence of the reservation system in Tamil Nadu (reservation for OBCs came to Uttar Pradesh only around 1990) as one of the many reasons for the State's better show in health and education. He writes, "A major social change introduced in Tamil Nadu relates to the reservation policy in higher education. As a result, in the past 40 years higher professional education has become available to middle castes and classes from district towns. Consequently, a cadre of doctors with roots in small towns is willing to work in primary health centres in villages at commuting distance."

Its a wonderful post with great thoughts. It is so true that the forward caste people are immensely concerned only about their own opportunity and interest. Hence they protest against the reservation system. They are people who care less about the Nation's improvement and Society's welfare. Imagine, If these people are allowed to hold in big positions in our nation, what good can they do to our Nation's growth ????? All they can exhibit is selfishness which they have clearly displayed in protesting against the reservation system which will bring in equality among different classes in our country. If they had not forbidden other castes from getting the rights of education in olden days, why is there going to be a reservation system now ? People have to reap for what they have sowed. Isn't it ?????

The Supreme Court's stay on 27% OBC quota in Central institutions, expectedly, sparked an intense debate with pro-reservation adrenaline pumping hard among politicians who are dependent on the chemistry of vote bank politics.

The two-judge Bench of the apex court, while staying the operation of OBC quota under the Central Educational Institutions (Reservations in Admissions) Act, 2006, felt that in no other country was there an intense competition among communities to demand the backward tag.

There was not even an iota of doubt in judicial minds that reservations, as part of social affirmative action of the state, cannot be faulted as long as it is conscious of "who is getting the benefit".

Who should get reservation? Is it the poor and needy among the backward or their rich or empowered brethren? Has the lion's share of quota benefits been appropriated by a particular category for the last three decades? These are the crucial questions that demanded an answer from the government, the political parties and the leaders.

Instead of providing answers to these questions and evolving a principle to exclude creamy layer — either in a staggered manner or through a comprehensive identification survey — politicians resorted to rhetoric.

A respected politician virtually cast aspertions on the constitutional scheme that runs the wheels of justice by saying "two men cannot hold up reservation benefits for 100 crore backward people". The "two men" were as empowered as a chief minister under the Constitution — the former being part of the judiciary and the other being the executive.

The apex court had offered the government, right at the beginning of hearing on anti-quota petitions, that the reservation for OBCs could be implemented from 2007-08 sans the creamy layer.

Why did the government refuse such an offer? Is it serious about improving the cause of the poor and needy among the backward or does it want them to stay at the same social strata where their ancestors began a virtual status quo journey 50 years back?

Or, does it want the rich and empowered to continue enjoying the lion's share of the benefit, so that the quota policy could run in perpetuity in the name of uplifting the socially and educationally backward?

Is the creamy layer so influential that the leaders fear their exclusion could rob them of mass support? A leading lawyer said that if the policy of reservation has worked, then 50 years is long enough for it to have achieved its objective and it is time we discarded it. And if it has not worked even after 50 years of implementation, then it no longer needed to be experimented with, he added.

The Constitution, framed by experts led by B R Ambedkar — a champion of backward class rights — came into force on January 26, 1950. It was envisaged in this blue book of law that reservation benefits were to be given for 10 years, that is till 1960. Ambedkar, in his wisdom, thought 10 years were long enough to empower the backward classes.

On June 27, 1961, 11 years after the process of reservation started, then Prime Minister Jawaharlal Nehru wrote to chief ministers stressing the need for getting out of the old habit of reservations and privileges to castes or communities. "If we go in for reservations on communal and caste basis, we swamp the bright and able people and remain second-rate or third-rate. I am grieved to learn how far this business of reservation has gone based on communal considerations," he wrote.

The 'business of reservation', nearly 46 years after the anguished letter of our first PM, has gone really far. A scheme runs smoothly if there is periodic stock taking, scrutiny and rectification of errors. In the constitutional scheme of reservations, none of these have taken place.

Worse, those at the helm of governance get offended if two constitutionally empowered men ask for the basis of a new policy that vigorously aims to equate two unequal classes among the backward as equals — the needy and poor on one hand and the rich and empowered on the other.

"..It also says that the conduct of the faculty towards the SC/ST students was not fair and objective and the teachers often "misused" their powers given to them for internal assessment.

As many as 69 per cent of the reserved category students alleged that they did not receive adequate support from teachers, 72 per cent said they faced discrimination, and 76 per cent said their evaluation was not proper while 82 per cent said they often got less than expected marks.

In practical examinations and viva voce, these students said, the treatment meted out to them was "not fair". Worse, 76 per cent said higher caste faculty members enquired about the castes of their students while 84 per cent said they were asked, directly or indirectly, about their caste backgrounds. An equal percentage of students alleged that their grading was adversely affected due to their background.

The reserved category students also alleged "social isolation" at various levels, including even from faculty members, with 84 per cent students saying they faced violence and segregation in the hostel that often forced them to shift to hostels No. 4 and 5 where there was a concentration of SC/ST students..."

The whole article sounds so ridiculous to me. There may be very few people belonging to creamy layer who may happen to receive this benefit of reservation. But there are crores and crores of other poor people who need this reservation system desperately. It is such a shame on pointing out to the few people of creamy layer as a reason, to turn down the whole reservation system which is the only way of getting crores of people out of the poor, discriminated, unfortunate messy life. India cannot come out of the large inequality and discrimination among our people without this kind of social welfare systems. We as citizens should have good concern about our country and society's growth instead of being so self centered to think just about our own growth. No one can argue saying that 50 years of such reservation system is just enough for a country to grow. Its also a ridiculous statement to make. If 50 years was enough, now there should be no poverty among backward class people. Even today the poor and poorest of our population(which in numbers would be several crores) belong to backward class. If 50 years were enough for a welfare system in India, India should have eradicated poverty by this time now, which is not the case. Things happen very slowly in India. It is not a senseful thing to judge any social welfare system by counting the number of years it has existed and decide whether it should be stopped or not. Rather it should be measured with the present state of the country. Can you say that India is in great shape and there is no poverty and discrimination ?

Reservation for OBCs in education
and jobs has been around for many
decades in some states like Tamilnadu, Karnataka.Still
does it make sense not to exclude the rich and advanced section among them from reservation.
Why should sons and daughters
of IAS officials, big landlords,
and industrialists who earn in
crores be entitled for reservation. Do you know that
constitution speaks only of 'Socially
and Educationally Backward Classes'.How many OBC castes
are in that condition today.

First of all, you cannot claim that I dont know anything about the reservation system. Then I can make such statements against you very easily. My intentions are not to claim anything about one's knowledge here.

I am not saying that there can never be any rich belonging to Backward class availing the benefit of reservation system. Then you should talk only about eliminating the rich BCs from availing the reservation system. But why is there a demand to turn down the reservation system completely ? There should be a demand asking the government to include all the classes of poor people(even if they belong to FC) in the reservation system. That would not have raised negative signals and sour arguments among the society. I completely disagree with the question "How many OBC castes
are in that condition today." I dont know if you have visited places in India. I have travelled around many cities and villages. May be a few OBC people have managed to come up to a good social status in life. That also you can see only in the metro cities of India. Except for few metro cities, rest of India consist of complete villages. The BC population of good status in big cities, can never ever be compared in numbers to the BCs in villages. Do you say that all those unfortunate BCs have to be deprived of the welfare system, for India to stay poor for ever ? Instead we need to think constructively. Constructive thoughts & actions which will pave way for all classes of people to grow is the most essential one for India now. I am totally against the idea of abandoning the reservation system which will in no way do any good for our country.

Discrimination on the basis of castes should be abolished completely and there should not be
any reservations based on castes. Instead we should start providing reservations based on the financial
status of the applicants. That is, financially backward classes should get the reservations. I know it is a near impossible task to get the people to declare their incomes for us to arrive at this classification but going forward i think this is the only way we could get closer to an answer to this problem. This battle on reservation will never stop because nobody asks for an answer to this problem, they just want to be in the battle.

None of the parties including DMK,
are for including poor among the 'fowarrd castes' in the reservation system.Such demands
have been made but in vain. Neither this blogger (Jagath) nor anyone who has supported his views seem to agree to that.You do not know how the
pro-OBC parties deal with this issue.Periyar was for caste based
reservation.So is V.P.Singh, Karunanidhi and others including
Dr.Ramadoss.The plain fact is OBCs that clamour for reservation are asking for it so that they can have an advantage over others.It is pure self-interest.You are deluding yourself if you that
it is in national interest.

Today you are whining about CASTE based reservation. This reservation system does not object forward class people from being educated. Whereas in olden days, its the forward class people who were dictating rules for the backward class and tortured them by not allowing them into schools, temples etc etc. Untouchability was practised only by the forward class people. How much difficult it would have been for the backward class to get their generations to get educated ? How much it would have taken for them to come out of the slavery imposed on them by the forward class. Its not an easy thing to fight for justice and get it in place. People of backward class are fighting for generations for their basic human rights. What else do you expect Periyar to do in such a society to bring in change ? This caste discrimination was so much entertained, preserved and
brought into practice by the forward class people. When the same today is practised in reservation system, you are questioning it. Why ? Because its not in total favour of forward class. There can never be a big
proof of selfishness than this. Its a pity that you are pointing out to politicians being in favour of caste system which was proudly practised by forward class. Even today all the forward class people have the pride and ego that they belong to upper caste. Nothing has changed when it comes to their attitude. Just that law today has protected the backward class people from being exploited by forward class. If Periyar and
Ambedkar had not thought about caste based reservations, then god knows how much the forward class would have ruled over the backward class. All the backward class people were treated brutally just as slaves not because they were financially poor, just because they belonged to a lower caste. There is no wonder why the reservation system is caste based.

Ha haa haaa.. Its really a joke that you say this. Do I need to explain who would take advantage over others ? Our history speaks well enough about FCs and their self centered attitudes. Today, is the controversy happening about
including the poor belonging to the FC in the reservation system ? No, the controversy is created by the forward class for abandoning the reservation system. If FCs are so Selfless, Genuine, Intellectuals and
Nationalists, they would have requested or fighted ONLY to include the poor FC's in the reservation system. They should not have fought for abandoning the reservation system. There have been tons and tons of true,
valuable, genuine reasons given for why the reservation system is a most essential one for our country. Is there any valid reasons given why its not an essential or inappropriate for our country ? People who read this
article fully will know who is deluding & selfish and who is not. If laws were made in self interest, BCs would have got 100% reservation exactly like how the FCs had 100% reservation in schools in olden days. Only
because leaders and people had goodwill for all in the society, they came up with reservation system which will help all classes of people in India to grow. When there is no sign of you exibiting your interest in our
nation, why do you stretch yourself to blame people who have true national interest.
